I think perhaps what Pirsig meant by this was not that we didn't have
intellect before, but that the end of the Victorian Era was the first time
in history when intellectual "truth" was valued more highly than social
"truth". Prior to the 20th Century there were many scientific subjects and
ideas which were labeled as taboo by society. Only recently have we moved
beyond social strictures and come to value reason and logic more highly than
the old taboos against them. Another way to say it would be that at the end
of the Victorian Era the intellectual ceased to be completely in the service
of the social, and for the first time was in the service of itself.
