I too have thought about this. One place I have found a PRESCRIPTIVE system
in in Dr. Edwards Deming's work on Total Quality Management. Deming's work
is independent of Pirsig, but I feel sure that when they talk about Quality,
they both mean the same thing. Deming uses statistical methods to create
quality feedback loops, so he has actually applied the Quality concept to
process.
However, Deming's prescriptions are designed for the corporate manager. The
idea is to create a system in which every unit feedsback to every unit in
order to increase overall Quality in any respect. But I think you can apply
his methodology for any system. In any case, someone who is interested in
increasing levels of Quality in a system would merit from perusing Deming's
work and achievements. I'll find you a link.

That is Dr. Deming's resume from the Deming institute. A good place to
start. At your local bookstore you should find Mary Walton's Deming
Management Method and Dr. Deming's Out of the Crisis.
I think it would be glorious to apply these methods to ecosystems.
