low vote turn out may imply a general amaount of shared apathy nation wide.
This may means that the actual people who voted were also apathetic - it's not
that the interested ones voted, just a random bunch from the apathetic masses.
However if the turn out was higher that may indicate interest, and again a
random bunch from a non-apatheic group will imply a better informed election.
i oviousally disagree with the view i just stated, but it does disolve the
distiction of the problem being with the voters or non voters
