    I would add "innovation" to "higher order of complexity/coherence" so that
    it reads,

    "Intellectual values are symbolic manipulations of a higher order of
    complexity/coherence/innovation than social linguistic manipulations.
    Thus, the 4th level depends on someone, a human individual, being first in
    creating new symbols and consequent manipulations thereof. For that
    reason, the 4th level should rightly be called the "Individual Level," for
    without the innovation of individuals, it wouldn't exist.
