This sounds very much like (almost identical to) the "marketplace of
ideas", a concept written about by Oliver Wendell Holmes. Unfortunately, I
have no specific reference off hand (I will look for one) but it is an idea
he spoke of again and again in reference to the law and the process of
legal reasoning; which as far as I can tell is about as distinct from
science as any field can be.
