In my opinion, each level in the Metaphysics of Quality has its own
evolutionary patterns being directed by underlying forces of value. The
inorganic level is beyond our being able to conceptualize what is occurring
there, so I will ignore that one. The biological level is driven by both
creative and dis-creative forces of value and results in the evolution of
the species as we understand it. The social level is directed by creative
forces of value and results in what can be called memes, social evolution.
The intellect level is directed by discreative forces of value and even
though this is the driving force behind the very process of Darwinian
natural selection, we have no conception of what is actually occurring
within the intellect level. It can be termed simply a "blank", an abstract
generalization of reality.
So to answer your question, I would say that if a lower level stopped
evolving, yes, the upper levels would also come to a stasis. Dynamic Quality
is the driving force of value within the Metaphysics of Quality and it works
in sychronicity between the seemingly opposing levels, or it doesnt work at
all.
